Attention C-46 Licensed Contractors: CSLB Just Voted On July 28, 2021

Attention contractors: the CSLB just voted on July 28, 2021, to restrict the scope of work that C-46 licensed contractors can perform. These restrictions take place October 26, 2021—or 90 days after the CSLB vote.

In short, C-46 licensed contractors will no longer be able to install solar and energy storage systems. These new restrictions apply regardless of system size, customer type or technology. The restrictions also apply to all energy storage systems, whether paired with solar PV or not.

This means solar and energy storage systems would have to be installed by C-10 licensed contractors and general B licensed contractors (as permitted by B&P 7057).

B&P 7057 allows contractors who hold a general B license to perform most specialty trade work, including the work performed by C-46 contractors, when they contract to perform framing and at least two unrelated trades.

We expect that there will be a lot of push back in the next 90 days from solar trade organizations.
